TCF Canada Scores Explained: NCLC, CEFR and Express Entry

TCF Canada reports each ability separately. France Éducation international reports performance using test scales and CEFR levels; Canadian immigration programs use NCLC levels for French. Although people often say “CLB” informally, the French benchmark is NCLC.

What appears on a TCF Canada result

Listening and reading are reported with scaled scores. Speaking and writing receive separate results on a 20-point scale. Each skill is also associated with a CEFR level from the beginning range through advanced proficiency.

There is no single universal pass score. A useful result is one that meets the threshold of the program or objective for every required ability.

CEFR, CLB and NCLC are different frameworks

CEFR describes language proficiency across European levels such as A2, B1, B2 and C1. Canada uses CLB for English and NCLC for French. IRCC publishes the accepted TCF Canada equivalencies used in immigration applications.

Do not convert by visual similarity—for example, do not assume that CEFR B2 always equals one fixed NCLC level in every ability. Use the official IRCC table for the exact result printed on your certificate.

Selected official IRCC thresholds

For the Federal Skilled Worker Program, IRCC’s current table lists NCLC 7 as speaking 10–11, listening 458–502, reading 453–498 and writing 10–11. NCLC 8 is speaking and writing 12–13, listening 503–522 and reading 499–523. IRCC lists NCLC 9 or higher as speaking and writing 14+, listening 523+ and reading 524+.

These values are time-sensitive and program-specific. Verify them on IRCC’s language-test results page before submitting a profile.

How to use score information in preparation

Set an individual target for each skill, then track practice evidence: reading accuracy, listening accuracy, completed writing tasks and recorded speaking responses. Avoid treating an overall practice percentage as an official conversion.

If one skill is below target, allocate extra deliberate practice while maintaining the others.

Can an unofficial calculator guarantee my immigration points?

No. Verify your results and current program rules with IRCC. This article is educational information, not legal advice.
